The People Behind the Mission
William A. Fusco
Founder
WILLIAM A. FUSCO is the Founder of Dynamic Youth Community, Inc. and now serves as Special Advisor to the Organization following his retirement as Executive Director. After decades of visionary leadership, he continues to support the organization by providing guidance and sharing his deep institutional knowledge and commitment to its mission.
With more than fifty years of experience in the field of substance use disorder treatment, Mr. Fusco specializes in counseling for adolescents, young adults, and their families. As Executive Director, he oversaw agency programming, fiscal and clinical policy development, external communications, and the overall leadership and representation of the organization.
Mr. Fusco has long been an advocate for individuals and families affected by substance use disorders, serving on numerous government and professional coalitions, panels, and committees. He is the past Chairman of the Coalition for Community Services, and serves on the Executive Board of the Therapeutic Communities Association of New York. Earlier in his career, he served on the Governor’s Advisory Board and several New York State credentialing and consolidation boards.
Mr. Fusco’s passion for the field began with his own recovery journey after completing Phoenix House, a long-term treatment program. He attended St. John’s University and holds a CASAC credential. Through his leadership and lived experience, he has helped shape Dynamic Youth Community and impact countless individuals and families.
Karen J. Carlini
Executive Director
KAREN J. CARLINI is the Executive Director of Dynamic Youth Community, Inc. (DYC), a New York State certified and funded substance use disorder treatment program serving adolescents and young adults. Founded in 1970, DYC has been a cornerstone in the field, and Ms. Carlini, a Credentialed Alcoholism and Substance Abuse Counselor (CASAC-2), has been part of the organization since 1972.
In her role as Executive Director, Ms. Carlini oversees agency programming and is responsible for fiscal and clinical policy development, external relations, and the overall operation and strategic direction of the organization.
Ms. Carlini is actively engaged in the broader behavioral health field through her involvement with several professional organizations and state-level policy initiatives. She serves on the Board of Directors of the Therapeutic Communities Association of New York (TCA) and the Coalition for Community Services, and on the Executive Committee of the Board of Directors for InUnity Alliance. She also serves as Co-Chair of Public Policy for the national organization Treatment Communities of America and is a member of the New York State OASAS (Office of Addiction Services and Supports) Regulatory Reform and Workforce Committees.
Ms. Carlini holds a Bachelor of Science degree in Human Services from SUNY Empire StateCollege and is expected to graduate from Pace University in May 2026 with a Master of Public Administration (MPA).
James Schneider
Program Director, Outpatient Facility
JAMES SCHNEIDER is a Advanced Credentialed Alcoholism and Substance Abuse Counselor and 1994 graduate of The College of Staten Island of The City University of New York with a BA in Sociology & Anthropology.
Presently, Mr. Schneider serves as Program Director of Dynamic Youth Community’s outpatient program located in Brooklyn, New York and began his career with DYC in 1994. He is presently a member of the Nassau County Heroin Prevention Task Force Treatment Sub Committee and formerly a member of the OASAS’ Administrative/Regulatory Relief Group. He continues to be involved in the local community through various outreach programs and events.
Jennifer Reinhardt
Program Director, 820 Residential Services
JENNIFER REINHARDT serves as the Program Director of Dynamic Youth Community’s Intensive Residential Facility in Fallsburg, New York. A cornerstone of the DYC clinical team, Jennifer began her professional career with the organization in 1991 and earned her Credentialed Alcoholism and Substance Abuse Counselor (CASAC) certification in 1993. With over three decades of specialized experience in treating young adults, she has been instrumental in the facility’s successful transition to an 820 residential treatment program under New York State guidelines.
In her role, Jennifer provides expert clinical oversight and leadership, ensuring that the Fallsburg program offers a high-intensity, structured environment that empowers young adults to build the foundational skills necessary for long-term recovery and community reintegration.
Scott Lynch
Program Director, 820 Reintegration Residential Services
SCOTT LYNCH serves as the Program Director of Dynamic Youth Community’s (DYC) Community Residence since the program’s inception in March 2008. Under his leadership, the residence has successfully evolved into a specialized 820 Reintegration treatment program, meeting New York State guidelines to support individuals in their transition to independent living.
Scott began his professional career with the organization and earned his initial CASAC certification in 2001. His clinical expertise is further distinguished by a CASAC-G credential, specializing in problem gambling counseling. Beyond his administrative and clinical oversight, Scott plays a pivotal role in the DYC support network as the coordinator for the Dynamic’s Parents Association, where he bridges the gap between residential treatment and family advocacy to foster long-term recovery.
Marina Nakhla
Director of Admissions
Marina Nakhla has over 20 years of experience in the substance use disorder treatment field, beginning her career working directly with adolescents and young adults in outpatient settings. She currently serves as Director of Admissions at Dynamic Youth Community, Inc., overseeing the intake process and collaborating with referral sources, courts, families, and treatment providers to connect individuals with appropriate services.
In addition to her leadership role, Ms. Nakhla is involved in community outreach and advocacy, including coordinating prevention initiatives and participating in coalition efforts to support individuals and families affected by addiction. She previously held her CASAC-T credential and is in the final stages of completing her Bachelor’s degree in Addiction Studies, continuing to expand her knowledge and leadership in the field.
